They are poor labourers living in temporary houses in Ba Dinh District's Phuc Xa Ward.
Local authorities help the residents to move to safe places.
Vu Kieu Phuong, 50, shared her harrowing experience. She stated that the water was only at the doorstep in the early morning, but it quickly rose within a few hours. "I felt utterly powerless. I had no way to move my belongings," she added.
Power had been cut in the area, so Phuong used her headphones to move her belongings using the dim light of her phone.
Many households placed their belongings and clothes in the attic to avoid flooding.
Hanoi authorities warned of the rapidly rising water level on the Red, Duong, and Da rivers.
Many areas in Thanh Tri and Ha Dong districts have also been under water.
