The soil belongs to the 187-hectare area planned for building the airport's Terminal 3. However, the second phase of the airport has yet to be approved. According to the Dong Nai authorities, the decision to use airport soil for the expressway's base will expedite the construction and result in significant cost savings.

The Bien Hoa-Vung Tau Expressway will be 54 kilometres long and have 4-6 lanes, with16 kilometres running through Dong Nai. Its total investment is VND17.8 trillion (USD699.41 million).

The highway section going through Dong Nai would need 5.3 million cubic metres of soil as filling material.
