The decision to establish the marine reserve was a crucial step in protecting fish sources and the marine ecosystem, as many rare and critically endangered species were on the brink of extinction around some islets of Hoan Khoai, Hon Chuoi, and Hon Da.

While Vietnam is ranked 16th among the countries possessing the highest biodiversity globally with rare and precious genetic resources, the government is facing a rapid degradation of biodiversity and other significant challenges such as environmental pollution, land degradation, ocean plastic waste and other extreme impacts of climate change.

By 2023, Vietnam had 178 nature conservation areas, including 34 national parks and 59 nature reserves, 23 species-habitat conservation areas, and 62 landscape protection areas with 2.66 million hectares, according to the Ministry of Natural Resources and Environment.
