
The project was approved in 2009 covering 11 hectares, consisting of four blocks of five-storey buildings. The project can accommodate 7,600 students from Hoa Lu University, Ninh Binh Medical College, and Lilama Vocational College. The provincial Department of Construction invested it with the capital raised from the government bonds.

By the end of 2013, the basic construction of the four blocks was completed, with the work valued at VND600 billion.

However, the project has been delayed due to capital shortages, leaving it covered by wild grass.

Many of the project’s facilities have seriously deteriorated.

Some areas have even become dumping sites for local residents.
According to a Ninh Binh Construction Department representative, local authorities have planned to subdivide the four into different projects. Block C would be used as housing. Blocks A and D will be used as Ninh Binh Tumour Hospital. Block C will be used for Ninh Binh Rehabilitation Nursing Hospital, while the remaining 5.5 hectares would be used for dormitory construction.
