Viet Hung Urban Area Park Project in Long Bien District covering a total area of 157,000 square metres has seriously deteriorated, but nothing has been done to improve the situation. The project is under the management of Long Bien District People’s Committee.

Some local households set up tents to grow vegetables or bonsai trees in the park. Water stalls are also in the park.

Many facilities in the park have become rusty.

Nguyen Thi Nhan, 60, said that the park is very large but hasn’t been maintained. Meanwhile, local children need playgrounds.

Local authorities approved an investment of VND70 billion (USD3 million) to upgrade the park in 2020-2022, however, to date, the work has not yet been carried out.

Kim Quy Park in Dong Anh District’s Vinh Ngoc Commune was scheduled to be put into use in 2018 following a two-year construction process. But the project has remained on paper until now. The VND4.6-trillion project is located on a 100-hectare site.

The 52.8-hectare Ha Dong Green Sports Park is in the same situation due to the lack of capital. Currently, the park is home to restaurants, warehouses and garages.

Dao Ngoc Nghiem, vice chairman of the Vietnam Association for Urban Planning and Development, said that the lax selection of investors is among the causes of the sluggish park project implementation.

Hanoi now has around 2,200 playgrounds for children, including 1,700 at communes and wards. But, up to 40 percent have deteriorated or been used for other purposes.
