Under the prime minister’s decision issued in 2013, Tho Xuan Airport covers military and civil purposes.

According to Tho Xuan Airport’s planning in the 2021-2030 and a vision until 2050 approved by the Ministry of Transport, Thanh Hoa would focus on upgrading and expanding Terminal 1 and building Terminal 2 to raise the airport’s total passenger capacity to five million per year.
At present, Terminal 1 serves domestic flights, meanwhile, the construction of Terminal 2 is scheduled to be completed by late 2026. Thanh Hoa’s authorities have proposed using the military terminal for international flights by the end of 2026. The Ministry of Defence have agreed to this recommendation.
The military terminal has been handed over to the Ministry of Transport for upgrading for international flights.
