According to the department, they have received many complaints from local people about being unable to contact English training centres to either ask about their plans to resume operations or how they can get their tuition fees back after their closure.


"We have launched investigations and found out that most of those that closed and cut contacts with students were operating without licenses," the department said. "We have told members of the public to contact the police to follow up on such cases. Meanwhile, we're working with some centres that have been given licenses over the complaints from students and parents."

Dozens of parents have sent complaints to the People's Court in District 12 related to the Pixar English Training Centre in Bui Van Ngu Street.

In their complaints, parents said that after the Covid-19 outbreak, the centre closed on-site classes but didn't organise online classes. After the social distancing regulations were lifted, the centre did not resume operations nor issue any announcement. Parents then found out that the centre had stopped operations.


Last October, hundreds of students also complained to the HCM City Department of Education and Training against the SAS English Centre in HCM City as they disappeared after collecting their tuition fees.

The department website showed that SAS has a total of 24 branches in many districts.
