The two southern central provinces of Binh Dinh and Phu Yen had been hit by serious flooding triggered by heavy rains at the end of November.

A house is submerged by rising flood in Phu Yen Province
Several downstream areas of the Ba Ha River in Phu Yen Province had been flooded due to heavy rains and upstream hydropower plants opening their floodgates and discharging large volumes of water.
Many people say the floods came too quickly and the plants failed to inform them in time.

Houses collapse in Phu Yen Province
The floods have gone, leaving behind huge losses in lives and assets for local people.
In Thanh Hoi Village of Son Hoa District in Phu Yen Province, a two-year-old girl and a three-year-old boy died in a flash flood which suddenly rose on the evening of November 30.

A report from the Phu Yen Provincial People's Committee said that the floods had left eight people dead, submerged 58,000 houses, and swept away over 2,000 tonnes of food. Hundreds of thousands of animals also died or were also swept away by the floods. The natural disaster caused estimated losses of nearly VND 440 billion (USD 19.13 million).

In the neighbouring province of Binh Dinh, the floods left three dead, two injured, and damaged over 20 houses. Estimated losses were VND 220 billion.
Dang Van Chau, 55, in Tuy Phuoc District lost his newly-built house in a violent flood on November 29.
"We watched as we saw our house quickly collapse and get swept away by the rising floodwater," Chau said. "It took us five years to complete that house and now we lost it in just a few minutes. We’re now homeless."
Vice-chairman of Son Hoa District People's Committee, Pham Dinh Phung said that many local people had lost everything to the floods and are now facing hunger.
The official called for support to help local flood victims.
