According to local sellers, unmuzzled dogs often gather in the area in the early morning or late afternoon. Lots of dogs are big and look ferocious.

Similar scenes are also seen around Van Quan Lake in Ha Dong District. Some people also took their dogs on motorbikes without muzzling them.

Despite fines of VND600-800,000, unmuzzled dogs still appear on Hanoi streets.
Public concern around the issue has been heightened when earlier on May 20, a young man in the southern province of Long And was killed by a Pitbull dog.
Ho Thanh Hai, 37, took the 60-kilo dog to a coffee shop with him. While Hai was talking to the young man nearby, the animal suddenly attacked the young man. The man died on the spot and Hai suffered from serious injuries while trying to stop the dog.
