Under the government’s decree issued last year on transport business and conditions, all buses, coaches and mini-buses in Hanoi will need to have two in-vehicle surveillance cameras.

The move aims to stop driver behaviour that could threaten the safety of passengers and clamp down on buses carrying more passengers than they are permitted to.
Recording and storage of the images on the vehicles, including images of the drivers and doors of the vehicles, must be sent to police, traffic inspectors and licensing agencies to ensure transparent surveillance.
Videos and images must be stored for a minimum of 24 hours for vehicles on journeys of less than 500km and 72 hours for vehicles operating on journeys of more than 500km.
Chairman of the Hanoi Public Transport Association Nguyen Trong Thong, said at present said no specific regulations for the camera installation, causing difficulties for enterprises’ selection.
Thong added that it would cost VND7 million for installing a camera so many bus enterprises can have to spend up to VND2-3 million for this. Meanwhile, they have to pay for the costs by themselves not funded by the state budget.
The government needs to have measures to support bus companies in the costs for camera purchase as well as issue clear regulations on the installation, Thong suggested.
