The plan proposed several solutions to develop the local logistics sector for road, rail, air and waterways.
The Ministry of Transport proposed to upgrade the North-South railway to ensure that passenger trains can run at an average speed of 80-90km per hour and freight trains can run at 50-60km per hour. The ministry also wants to build five new railways for HCM City-My Tho-Can Tho route which connects to the North-South railway.
Other routes are HCM City-Tay Ninh that connects to the HCM City-My Tho-Can Tho route and the Thu Thiem-Long Thanh Airport route. A high-speed train along the North-South railway and a special railway section connecting Hiep Phuoc and Long An ports to the national railway system.
According to the plan, the authorities in HCM City must continue to complete highway projects during 2020-2025 period. Some of the key projects are on the HCM City-Trung Luong-Can Tho route and HCM City-Long Thanh-Dau Giay route. In 2030, they must speed up HCM City-Thu Dau Mot-Chon Thanh Highway Project, the Ring Road 2 Project and start the construction of the Ring Road 3 and Ring Road 4.
In regard to the waterways, the plan suggests upgrading the local canals to ensure that vessels can travel easily and dredge the Soai Rap River to ensure maritime safety.
A logistics centre project that covers a total of 270-623ha was suggested at seven locations during the 2025-2030 period.
HCM City already has over 1,500 warehouses but most of them are not developed or managed consistently and do not adequately fulfill their role.
