A meeting on September 14 agreed to postpone the plan to reopen international flights.

Medical agencies are still completing testing and quarantining procedures which will be submitted to the National Committee on Covid-19 Prevention and Control on September 17. The authorities are also still clarifying other procedures and entry requirements for different groups of arrivals including experts, officials, investors and Vietnamese people.

The estimated numbers of arrivals in Hanoi and HCM City are unclear so the authorities can't arrange quarantine areas, monitoring system and related costs yet.

Vietnam planned to reopen flight routes to China, Japan, South Korea, Cambodia, and Laos. The flights to and from China, Japan, and South Korea were supposed to be reopened on September 15 and the flights to and from Taiwan, Laos and Cambodia were supposed to be reopened from September 22.

All arrivals must pay for their quarantines and tests, and fill in medical declaration forms. The Ministry of Health was asked to deal with such issues while the Ministry of Transport was asked to classify priority groups of arrivals, select commercial airports and other entry regulations. There must be plans for each flight to ensure passenger safety. The number of flights will be increased gradually.

The authorities in Hanoi, HCM City and Can Tho City were asked to prepare quarantine areas for at least 10,000 people.

The Ministry of Public Security, Ministry of Defence and local authorities will tighten inspections against illegal immigration. Organisers, accommodation facilities or businesses that support illegal immigration will be strictly punished.

All state agencies must work together to simplify the procedures and make clear individual responsibilities.
