It was recently discovered that Bac Giang People's Committee has rented 17,472 square metres of Hoang Hoa Tham Park to build a golf course for 48 years since 2015.

The Ministry of Natural Resources and Environment investigated the case and concluded that Nguyen Van Linh, Bac Giang Chairman, wrongly issued official documents to lend the land to Nguyen Huu Phai, head of the Bac Giang Golf Club. The local Department of Planning and Investment also violated the Land Law by approving the project.

Meanwhile, investor Nguyen Huu Phai said he had acquired all the legal documents to start the project. He wanted to follow the legal procedures and pay full taxes but the official documents stated that the land had been lent to him. Phai emphasised that he was only an investor and state agencies should take responsibility for the procedures and compensate him if the project is forcibly removed.

On September 13, Deputy Prime Minister Truong Hoa Binh asked the Government Inspectorate to investigate several projects including Dong Son Bridge Project and Hoang Hoa Tham Park violations.

The Government Inspectorate was given authority to fully inspect the construction and land management work in Bac Giang in 2006-2017 period in accordance with the inspection plan for 2018 approved by the Prime Minister Nguyen Xuan Phuc.
