The spillway in Nghia Hung Commune overflowed, leaving the area under two metres of water. Other spillways in Nghia Binh and Nghia Dan Town were also under 0.5 to 0.7 metres of water.

The roads in 11 villages with more than 1,000 households have been submerged and many areas were isolated. Nguyen Thi Hang in Nghia Hung Commune said, "All four villages are isolated. Heavy rains that flood the villages are a nightmare for us, especially the pupils. The spillways are often under 1.5 to 2 metres of water."

The local authorities have issued warnings to the locals. They also sent employees and volunteers to stand guard at the spillways. About 10 households have been evacuated in Nghia Thinh Commune, which has Hieu River and three reservoirs. The waster has been discharged since the water levels at the reservoirs were very high.

Pham Van Tan, vice chairman of Nghia Thinh Commune, confirmed that they had put up barriers and warning signs to prevent people from entering the submerged spillways.

Due to Storm Bebinca, water levels at many streams and rivers in Ky Son District are rising at a rapid rate in heavy rains. The roads from Muong Xen to Ta Ca, Muong Tip and Muong Ai are all submerged. The road from Muong Xen to Huu Lap was blocked by a landslide. Meanwhile, many houses in My Ly Commune have been flooded as the water level in Nam Son River rose.
