On August 2, VNCERT in Danang asked Danang People's Committee and the Department of Information and Communications to tighten monitoring and prevent malicious files from spreading in the system.

According to VNCERT, in late July, they had detected several attacks. A malicious code was inserted into a file at Hai Chau District People's Committee as an appendix which was supposed to be sent to other administrative units in the city.

For the targeted attacks, the hackers must research the target and make plans to get past the firewall and the security system to take over the control of the computers in the network to steal the information. The security system may not be able to detect the malicious code in time so the hackers would have more time to control the computers.

VNCERT said they had proposed several measures and asked the Department of Information and Communication to implement them immediately such as severing the connection to 18 IP addresses and domains.

VNCERT asked the department to report back the result since the recently detected codes are considered to be extremely dangerous that could steal the information and damage the system.
