Both Quang Nam and Thua Thien-Hue provinces have been flooded following heavy rains after Storm Kirogi weakened into a tropical depression and hit the south-central coast. Discharges from several hydro-reservoirs worsened the situation. As a result, many communes are isolated and the majority of submerged roads are unusable since November 20.
Some people charged VND20,000 per person to travel over the submerged road with carts or boats.
From November 23 to 27, due to strengthened cold air and high wind, rains will continue to pour down on provinces from Quang Tri to Binh Dinh. Water levels in many rivers from Thua Thien-Hue to Phu Yen may also rise.
