Two schools in Quang Binh Province's Tuyen Hoa District already closed in the afternoon when many roads were blocked by serious flooding.

According to the district people's committee, heavy rains over the last two days caused flood water to rise in many rivers and submerged lots of roads in the area.

The management board at Phong Nha-Ke Bang National Park has also announced to stop several cave-exploring routes due to rising water.

In the neighbouring province of Thua Thien-Hue, director of the Department of Education and Training, Phạm Van Hung also announced on Monday morning that they had asked schools in six coastal districts and Hue City to close in the afternoon as the coming tropical low pressure is forecasted to be very strong and may cause dangers to students and teachers.

Rains up to 250mm are forecasted along the coastal central provinces from Thanh Hoa to Quang Ngai on October 9 evening, the National Centre for Hydro-meteorological Forecasting said.

The low-pressure system was forecasted to be moving west-northwest at 25km per hour. It was 410km off the coast of the provinces from Ha Tinh to Quang Tri by 1 pm on Monday.

The system was predicted to gain strength and develop as a tropical storm before making its landfall on provinces between Ha Tinh and Quang Tri early Tuesday morning.

The system would also bring heavy rains to the northern provinces of Hoa Binh, Phu Tho, Yen Bai and Son La with a rainfall of 50-100mm from Monday night, the centre said.

About 50,000 offshore vessels were informed of the tropical low-pressure system.
