Hanoi’s authorities have submitted a plan to the government on building 10 metro lines by 2030. Among those, four will be started by 2020, comprised of the Tran Hung Dao-Thuong Dinh route with an investment capital of USD34.7 trillion (USD1.57 billion); Nam Thang Long-Noi Bai route VND25 trillion (USD1.13 billion) and Hanoi Station-Hoang Mai route VND27.7 trillion (USD1.25 billion) and Van Cao-Hoa Lac route.

According to a representative from the Hanoi People’s Committee, these four projects would mainly be funded by ODA.
To date, the Asian Development Bank has agreed to provide a non-refundable loan of USD1.5 million for Hanoi Station-Hoang Mai metro project. Hanoi will also contribute VND46 billion into the project.
The Japanese government has offered to fund the Tran Hung Dao-Thuong Dinh and Nam Thang Long-Noi Bai routes.
Currently, two metro projects in Hanoi are being built namely Nhon-Hanoi Station and Cat Linh-Ha Dong. However, both of them are facing capital shortage as result of the slow ODA disbursement.
