According to Nguyen Hoa, chairman of Khanh Hoa Province’s Labour Confederation, the opening ceremony for the first phase of the site attracted the participation of around 300 delegates from 63 cities and provinces nationwide.

The building cost of VND150 billion (USD6.8 million) has been funded by contributions from trade unions, workers, people and agencies nationwide, as well as from donations from Vietnamese communities in foreign countries.
The 2.5-hectare complex in Cam Lam District features a monument, a museum and trees. It is aimed to honour 64 Vietnamese soldiers who were killed in a 1988 battle against Chinese forces attacking Johnson South Reef.
Work on the site was started in March 2015.
