According to Nghia, a feasibility report for the first phase and building a plan for ground clearance, compensation and resettlement area were the main priorities. After the design of the terminal is selected, the investor will hold an international auction to choose a company to do the feasibility report.

Dong Nai authorities expect to spend some VND23trn (USD1bn) to clear 5,600 hectares, in which VND5trn will be used to build two resettlement areas and VND2.1trn is the contingency fund. The total investment for the first phase is USD5.45bn.

However, the authorities need to use the state budget to carry out the ground clearance task as it's difficult to call for ODA or other sources of funding for this task. Long Thanh Airport project may affect the lives of nearly 5,000 households and organisations so it's important to help the residents resettle.

Dong Nai authorities have asked agencies to carry out field surveys and make plans for help the residents. Several proposals have been submitted including proposals to help the residents find jobs.

Long Thanh Airport project's funding is expected to come from the state budget, the ODA, corporate investment and the public - private partnership and other resources.
