The boat departed from the direction of Quang Ninh Province with 16 foreigners on board, including three British tourists. However, after dinner on May 21, the three British tourists had a conflict. Then several hours later, one of them was found dead with a silk ribbon right tightened around his neck. He was thought to have committed suicide.

Right after the incident happened, the man was taken to a nearby hospital.

At the police station, the two other British travellers on the boat said that the victim had epilepsy and personal relationship problems.

Le Hong Thang, Director of Quang Ninh Province’s Ports Authority, said that the boat had been suspended for operation since January 1 this year after failing to meet required safety standards.

However, the boat had continued to operate from Haiphong.
