According to the department, the minimum pavement area for pedestrians should be 1.5 metres besides the parts for business and parking activities which are required to meet the urban management regulations.

The pavement areas for parking and business services must be marked by lines, fences and signals to ensure not to affect other people. People who run services on pavements have to pay certain fees for the HCM City People’s Committee.

The department has also recommended allowing 12 activities to be carried out on pavements and roads, including funerals, wedding parties, construction sites, and public events.
