Hanoi Department of Transport has proposed to the city people's committee to implement an odd-even car parking pilot programme in November.

The programme will be divided into two phases. In the first phase, odd-even parking restrictions will be implemented in November on parking spots on Da Tuong Street.
The street also has many state agencies and stores as well as residential buildings so demand for parking is high. A public parking lot and a parking lot for the Department of Finance are being managed by Hanoi Parking One Member Co. Ltd on the even house numbered side. But many still park on the odd-numbered side for convenience.
In the second phase, after reviewing the results, the programme will be expanded to other streets including Nguyen Gia Thieu, Cua Dong, Tran Xuan Soan, Le Dai Hanh and other suitable streets in the first quarter of 2017.
On two-way streets, which don't have dividers and are wide enough, cars must park on the even-numbered side of the street on even days and on the odd house numbered side on odd days.
Pham Van Duc, deputy director of Hanoi Parking One Member Co. Ltd. said this was only an emergency measure but a necessary one to deal with severe congestion in Hanoi.
Hanoi has up to five million registered motorbikes, over 500,000 cars and many vehicles from other provinces. Due to a lack of parking, many people park their vehicles at banned or unsuitable locations and cause congestion.
