Individuals or organisations that have not transferred the ownership of their motorbikes in Vietnam will be fined from January 1 next year, according to a government decree.
Under Decree 46/2016, a fine of VND100,000-200,000 (USD4.76-9.52) and of VND200,000-400,000 will be applied respectively to individuals and organisations that possess cars that were sold or gifted to them but their owners have yet to carry out procedures to change the ownership.

Meanwhile, the fine for the failure of car ownership change has taken into effect since January 1, 2015 with the level of VND1-2 million for individuals and VND2-4 million for organisations.
According to the decree, from January 1, 2017, the fine of VND2-3 million and VND4-6 million respectively will be imposed for individuals and organisations that run taxi services but do not have a metre or capacity to print bills.
The decree stipulates that from January 1, 2018 drivers or passengers in cars without a seat belt will be fined from VND100,000- 200,000.
