Chung asked the Department of Interior and Chairman of Bac Tu Liem District People's Committee to investigate and report on the issue before July 20.

In an article published on the Phapluatplus.vn Newspaper on July 5, several people in Thuong Cat Ward in Bac Tu Liem District complained that they visited the ward people's committee offices to have their papers signed and sealed on Friday, July 1 to find that they were all closed as the staff had gone on summer holiday.

Chairman of Thuong Cat Ward People's Committee, Nguyen Xuan Quyet, then also confirmed with the Phapluatplus.vn that all the 40 civil servants had gone for a three-day holiday in Sam Son Beach in Thanh Hoa Province from July 1 to July 3 and so they ‘had to’ close their offices.

Local Thuy Phuong Ward resident Nguyen Huu Kien also complained that the ward's offices closed on the morning on July 2 with a notice saying that all the staff were away for a training course.

In an interview with the Phapluatplus.vn about the issue, chairwoman of Thuy Phuong Ward People's Committee Nguyen Thi Binh, said she wanted to apologise to the public for any inconvenience that may have been caused.
