The car parks will cover 4ha and be located on the inner-city districts. Among those, the two largest ones will be situated at Tuoi Tre Park in Hai Ba Trung District and Quan Ngua Sports Centre in Ba Dinh District, covering 1,12ha and capitalised at VND800 billion each.

The three remaining car parks will be built on Le Duan Street in Dong Da District at VND600 billion; at Thong Nhat Park in Ha Ba Trung District at VND450 billion and at 19th August Square VND350 billion.
Hanoi is also seeking investors to build seven big shopping centres with a total capital of more than VND9 trillion in the districts of Nam Tu Liem, Thanh Tri, Dong Anh and Ha Dong.
The decision by Hanoi authorities to build a car park inside Thong Nhat Park earlier faced huge public controversy. Experts insisted that such an important leisure facility should not be used for business. They added that the city would have ensure that the shopping centre and the parking lot not to affect the park’s environment. The project must bring long-term public interest.
These arguments were countered by arguments why the city had not reassigned large numbers of vacant land lots that had been left vacant by incompetent developers, instead of using public parks.
