The inter-governmental agreement was signed in Hanoi on November 7, 2012 during Russian Prime Minister Dmitry Medvedev’s visit to Hanoi.
The agreement aims to create a legal foundation for developing cooperation programmes in specific areas related to research and use of outer space and application of space technologies for peaceful purposes.

It regulates issues related to protection of intellectual property rights, information exchange, and the importer’s use of guaranteed products and technologies. It also contains regulations on settling disputes as well as other issues related to responsibility and compensation.
According to the agreement, transport of goods for space cooperation purpose via border gates will be exempted from taxation.
Russia’s State Duma approved the Vietnam deal several days ago.
