The authorities in Hai Ba Trung District has also been asked to report on the wrongdoings in the management and leasing activities in the area.

The Zone 9, with a total land area of over 11,000 square metres, is located in a prime location on Tran Thanh Tong Street and was managed by the Central Pharmaceutical JSC no2. It was then transferred to Binh An Investment and Development JSC to build a complex of offices, a trade centre and apartment buildings.

In May, the Hanoi Department of Planning and Architecture approved the plans. The leaders Hai Ba Trung District and Bach Dang Ward were asked to handle public relations of the project and to regulate the area.

The company claims to have fulfilled their duties, but has already leased out the land at cheap prices for various businesses. They were also able to attain a number of operating licenses from the registration offices of Hai Ba Trung District.
