Chairman of the Government Office Vu Duc Dam said the government is considering altering the ban on fireworks and crackers and allow the use of ‘quiet’ fireworks next Tet holiday.

"The government is considering the idea however, the final decision must also be approved by the NA." Dam said at a press conference on May 26.
Major-General Tran Van Ve, deputy director of the Ministry of Public Security’s administrative management of social order department, said in several countries, quiet fireworks have been produced for kids. This fireworks have been piloted by the Ministry of Defence’s Z121 company.
Colonel Nguyen Khac Hoi, director of Z121 Factory said they are currently only producing one 'quiet' firework in Vietnam but are developing other varieties.
The quiet fireworks create a flash but a much softer bang than normal fireworks. The required chemicals for this type of fireworks are also more environmentally friendly.
Ve said, "The Ministry of Public Security will revise the regulation on the use of firework in Vietnam. People may celebrate Tet 2014 with fireworks."
Phung Ha, director of Department of Chemicals under the Ministry of Industry and Trade, said since the technology was transferred from Japan, state agencies can use Japanese standards to assess the products before releasing it to the market.
Fireworks and crackers have been outlawed in Vietnam since 1994 because of the number of deadly accidents.
However, the cracker smuggling remains common and state agencies have had to deal with 200 cases annually and confiscated hundreds of tonnes of smuggled crackers.
