This means that Duong Van Tung, 49, from My Khanh Commune, Long Xuyen District of An Giang Province should receive the prize worth VND 100 million (USD4,774).
According to the ministry, the ticket was said to be unintentionally torn. If the situation is true and the ticket was still clear enough to read, the company should pay Tung the prize.
“If necessary, Kien Giang Provincial Lottery Company should conduct an appraisal before making the award,” the ministry suggested.
The ministry is compiling a new circular to replace Circular 65 on lottery trading upon the company’s proposal to amend the regulation. The circular would be issued within this month.
Tung was very happy with the news, saying, “We’re obviously delighted. It feels like we’ve won the lottery for a second time.”
He added that his relative who accidentally tore the ticket, was now able to relax and concentrate on her studies, as she had intended to find work to repay Tung for his loss.
