Hanoi to start campaign to increase the use of helmets for children

Duong Xuan Binh, Deputy Head of Hanoi Traffic Safety Committee said from April to June, they would carry out a campaign to enforce the use of helmet-wearing for child motorbike passengers. "We will only issue warnings in April and start fines in May," he said.

According to Binh, parents of children over six years old would be fined VND100,000-200,000 (USD4.75-9.5) if their children fail to wear helmets.

Primary school children have the lowest recorded levels of helmet-wearing, with only 7.3% in Dong Da, 9% in Ba Dinh and 11.4% in Cau Giay District. These three districts will be the focus on the campaign this year.

Traffic police of Hanoi also dealt with electric-bicycle riders who did not wear helmets.

In HCM City, the local Traffic Safety Committee have joined forces with the Asia Injury Prevention Foundation (AIP) to enforce the child helmet rules since last year.

During the last four months of 2012, the police patrolled and dealt with over 5,000 cases. From April to June, the HCM City traffic police force will tighten their activities.

However, many parents still show ignorance in regards to their children's safety.
