The Ministry of Public Security requested a halt to Decree 71 on vehicles just three days after it took effect, on November 10.

Major-general Do Dinh Nghi, Deputy Chief of the ministry’s Department for Administrative Management of Social Order said on November 12 that no one has been fined so far.

According to the ministry’s proposed rules, anyone who is found driving a vehicle without their names on the registration documents, claiming to either have been hiring, borrowing or buying it without registration, would be exempt from fines.

Nghi affirmed that so far there have been no incidents of such a nature. The rule would have not required any driver to carry their registration and birth certificate.

He added, however, that the ministry has plans to issue another circular that would fine drivers unregistered vehicles.

State agencies have said that it is important for second-hand vehicle owners to register so that, in case of accidents, the offending party can be held liable.

Many have commented that the regulation was overly bureaucratic and that the procedures for registration carried too much red tape. In many cases the original owner of the vehicle is either unidentifiable or even deceased.

Since one of the major deterrents to proper vehicle registration are high fees, the ministry is seeking the Government's approval to cut these fees.
