Government has not made final decision on Vinashin case

The chairman of the Government Office, Vu Duc Dam, said at the Government’s regular meeting on October 28 that the country currently has 11 State-owned economic groups and 10 State-owed corporations.

The Government recently discussed the draft decree on its powers and responsibility over State-owed enterprises and state investment in these companies.

The result of the new draft decree would clarify the list of economic groups which would be directly managed by the PM, differentiating it from the list to be supervised by ministries.

“At this time I cannot say for sure whether or not the PM will directly manage six or seven groups, but the number will surely be less than 10,” Dam said.

He added that the PM will be able to more tightly manage those groups under his control, while delegating the responsibility for the remainder to ministries.

The draft decree stipulated that those groups under the PM's control will be subject to four rights of that office, including setup, targets, spheres of business and restructuring.

The PM will make the decision on chartered capital for start-up businesses under his control, and adjust that amount during their operations.

He will also be authorised to appoint, dismiss, complement and discipline chairmen and members of the councils of members, as well as decide the number of members of the council and deputy general director.

The PM also has right to approve five-year business strategies and investment plans of such groups.

Concerning the Vietnam Shipbuilding Industry Group (Vinashin), Dam said that the Government has an ongoing investigation into the case, and will provide more information after the results of said investigation.
