The laws are expected to create a legal framework that would facilitate people’s complaints and as well as deal with misconducts causing disorder in the society.

Prime Minister Nguyen Tan Dung proposed a new law on industrial disputes at a National Assembly meeting in late 2011.

However, the NA’s Standing Committee has decided not to include the bill in the agenda for 2013.

The government admitted that there have been still inadequacies in dealing with complaints and denouncements.

According the government’s report, the country had recorded a sharp rise in the number of complaints and denouncements from September 2011 through to the middle of February.

Many cases have been dealt with for several times but authorities have yet to work out suitable and sufficient long-term solutions, especially cases that involved in land withdrawal, compensation and site clearance work for investment projects as well as housing and land disputes.

Some complainants have resorted to using force when resisting what they regard as unjust decisions. Some other cases have been the result of maladministration and misconduct by local government.

Over the past nine months, state agencies have dealt with 13,815 out of 31,198 complaints and 2,154 out of 3,697 denouncements. The solved cases have helped recoup VND6.914 billion (USD330,971) and 65 hectares of land for citizens nationwide.

From 2008 through to the end of 2011, state agencies dealt with 1,052 out of 1,580 prolonged disputes, some of which had stretched for years.
