The local media has recently reported a lot of sexual abuse cases against kids, raising worries in the public.
Kids must be cherished and protected
According to police, nearly 7,900 sexual abuse cases against children, with over 8,400 victims, were reported in 2006-2009. Over 9,600 people were arrested for committing this crime.
In 2011 alone, nearly 1,500 cases were detected, with 1,640 victims and over 1,600 culprits were arrested.
Hanoi, Ha Nam, Son La, Binh Dinh, HCM City, Dong Nai, Dak Lak, Long An, Kien Giang and An Giang had the highest numbers of cases.
The police agency of the northern mountainous province of Ha Giang said that criminals took advantage of local people’s poor intellectual standards to trade, kidnap and commit sexual abuse against children. Since 2007, 59 cases related to 69 kids were reported.
In the southern province of An Giang, 167 sexual abuse cases against children were detected from 2007 to 2011. 174 people were arrested for raping, having sex with and commit sexual harassment with children.
According to An Giang police, sex offenders usually used gifts and money to entice kids of less than 13 to desolated places to commit sexual crimes. For victims between 13 to 16 years old, sex offenders often induced them to parties. Victims were made drunk, then raped. There were several gang rape cases. Most of sex offenders were neighbors or acquaintances of victims.
A senior police officer from the Ministry of Public Security, Colonel Ho Si Tien, said that more sexual abuse cases against children were reported in recent years. On average, nearly 1,000 kids are victims annually, including kids of 4-5 years old. Some kids were raped many times.
Tien stressed that incestuous cases (fathers rape their daughters, stepfathers rape their wives’ daughters, brothers rape their sisters…) are on the rise, stirring worries among the public.
Meanwhile, the number of murders with victims being children has reduced but there were many serious cases: killing kids to cover up a clue, killing kids after raping them, men who killed their kids because having doubts about their wives to commit adultery with other men, parents kill their kids when they had conflicts, etc.
According to police, most of sex offenders are from 18 upwards, who are jobless or do not have stable jobs.
