 The plot within the four streets of Le Thanh Tong, Pasteur, Ly Tu Trong and Dong Khoi in District 1 currently contains the headquarters of local People's Committee, Department of Transport, Department of Information and Communications and Department of Natural Resources and Environment.

Old buildings considered to possess architectural value will be preserved such as the Ho Chi Minh City People's Committee. The rest will be demolished to construct a new inter-linked complex.

Le Thanh Ton Street will provide the main entrance to the buildings, with pedestrianised streets surrounding the complex.

HCMC authorities asked for an architecture contest to be commissioned for the centre’s design. The contest will start at the end of 2012.
