Five universities and colleges are banned from enrolling new students for five specialties after an inspection revealed shortcomings in their training quality.

The results were announced after the inspection started in March 2012 by the Ministry of Education and Training (MoET) with 38 schools.
Chief inspector Nguyen Huy Bang said many schools had achieved great results, for example, Quang Trung University, Rubber Industrial College have acquired land for construction, Dalat Yersin University and Quang Nam University had improved their facilities for students. Quang Nam University and Danang University of Physical Education and Sports were praised for its high skilled lecturers.
But Bang also said seven universities have less than 50 permanent and long-term hired lecturers. 42 faculties don't have sufficient Ph.D holders and 25 faculties in some colleges don't have the correct MAs for the course they were teaching. Poor facilities were another problem with many schools having to rent different places on a short term basis. Some faculties were also short of teaching staff, with ratios of one lecturer per 400 students not being uncommon.
Bang said Resolution No. 50 on university education emphasised the importance of facilities, teachers and student-to-lecturer ratios. The resolution also gave different sanctions for violations such as a prohibition on enrolments to institutions that lacked proper study places or had to high a student-to-teacher ratio. Faculties which lacked Ph.D and MA lecturers would also be forbidden from recruiting more students. However, schools violating the same rules but with low numbers will have another sanction.
After the inspections, MoET applied the enrolment ban to Hanoi Economics and Technology College along with five faculties of five schools including Faculty of Transport Operation of Tay Ha Polytechnic College; Mechanical Engineering Technology of Quang Ngai Industrial Technology College.
The Faculty of Banking and Finance of Phu Xuan University; Architecture of Dalat Yersin College and Business Administration of Thanh Tay University were also banned from enrolling more students.
Bang admitted that stopping enrolment would cause problems but the rules had to be enforced in order to ensure the quality of teaching.
He said, "Inspections will be carried on institutions that were established in the last decade. Both newly established and upgraded schools will be checked. MoET will co-operate with relevant units to achieve the best results."
Students who registered in banned faculties will be able to register again.
