The number of low-skilled foreign labourers continues to rise in Vietnam, particularly in localities where big projects are being carried out by foreign contractors.

Le Quang Trung, Deputy Head of Employment Department under the Ministry of Labour, Invalids and Social Affairs (Molisa), said that by late September, 78,440 foreign people were working in Vietnam, with around half of them from other Asian countries, compared to 52,663 in 2008; 55,428 in 2009 and 56,929 in 2010.

Of those, only 41,529 had work permits, while 5,581 had worked in the country for less than three months, and were not eligible. 

Inspections by local authorities and Molisa showed that most of foreign labourers in Vietnam are unskilled and work for foreign contractors.

Molisa has actively instructed cities and provinces to deal with hiring violations for foreign labourers, as well as to simplify the administrative process to attract qualified foreign workers, Trung added.

According to the official, the ministry will draft the Law on Employment, which will include regulations on foreign workers in Vietnam. It will also add new regulations to the Law on Bidding to tighten control over operations of foreign contractors.
