Cuu Long Corporation for Investment, Development and Project Management of Transport Infrastructure (Cuu Long CIPM) agreed to the dismissal following Transport Minister Dinh La Thang’s instruction to determine the individual responsibility for the deterioration of the road, which has only been in use for just over a year.
The company also criticised Do Ngoc Dung, Deputy Director of the project; Nguyen Huy Thao, Director of the Centre for Provisional Management and Le Van Ngoan, the centre’s Deputy Director.
Cuu Long CIPM determined that it was poor quality concrete that had led to pot-holes in the road surface, and that both design and the foundations of the road had been without fault.
A company representative said the company had instructed the contractors from November 15 to deal with the outstanding problems affecting the road. The work is expected to be completed before December 15. Civil Engineering Construction Corporation No. 5 (Cienco 5) and other contractors will bear all costs for the repairs.
On November 21, Transport Minister Thang suspended La Chi Duc and requested Cuu Long CIPM to strictly punish those responsible for the bad quality of the project.
The Ho Chi Minh City-Trung Luong expressway project was originally budgeted to have cost of VND6.5 trillion (USD311 million). The figure rose to VND9.9 trillion (USD473.6 million). The 39.8-km highway runs through Ho Chi Minh City, Long An and Tien Giang provinces.
The Transport Minister has also ordered similar investigations into Thang Long Bridge in Hanoi, Cau Gie-Ninh Binh Highway (Hanoi to Ninh Binh Province) and the Thang Long Highway in Hanoi in order to uncover the reasons for their poor implementation.
