Hanoi’s Department of Planning and Architecture was requested to report on the upgrading of old apartment blocks by the end of August.

| Hanoi may seek for new investors for stagnant projects |
Municipal authorities have announced that any stagnant projects would have their licenses revoked.
According to the department, the city now has 982 four to five storey old apartment blocks under the management of the municipal government. In addition, 173 other apartment blocks are managed by a company owned by the Ministry of Defence.
Of the total, 11 buildings are in need of urgent reconstruction, including B4, B14 Kim Lien; 187 Tay Son; I1, 2,3 Thai Ha; P3 Phuong Liet in Dong Da District; C7, B6 Giang Vo; C1 Thanh Cong; and 148-150 Son Tay.
Work on the B6 Giang Vo has just begun while no progress has been made at C1 Thanh Cong and 148-150 Son Tay due to changes in the city’s urban planning.
Upgrades at the Van Chuong apartment block has been standstill for a decade. Work has yet to start at many other apartment blocks despite completing surveys, resident opinion, compensation agreements and land allocations.
Nguyen Quoc Tuan, Deputy Director the municipal Department of Construction said, “Some enterprises did their utmost to win the bidding contracts. However, during the implementation process, they were presented with several different ideas from residents. Following consultation they then proposed that the city government allow them to add more storeys to the project. Some other investors have been blamed for stoking calls for increased compensation among residents in order to cause difficulties for the contractor assigned by the city, this has led to projects stagnating.”
Tuan noted that as many as 13 projects have lagged behind schedule for a long time. The municipal Department of Construction has proposed revoking licences for these projects.
In order to deal with the situation, Hanoi Vice-Mayor Nguyen Van Khoi requested the municipal Department of Planning and Architecture to make a detailed report on the implementation process of all related projects within this month.
The department must audit all apartment projects in order to inspect investor competence and find new investors for sluggish projects.
