Binh Dinh Province People's Committee has ordered fishermen to urgently move their fish storage pens far away from Quy Nhon beach.
This is because frustrated sharks, attracted by the trapped food supply, have been attacking swimmers.
The provincial authority stepped in after another person was bitten on Tuesday.
Since the beginning of the year, 12 people have been attacked.
Fishermen have until July 1 to shift the pens.
Until then, the committee plans to install signs along the beach to warn swimmers.
Chief of the secretariat of Quy Nhon City's People's Committee Truong Ngoc Lan said that as a temporary measure, the committee would give awards to those who caught the sharks.
"Three sharks have been caught, including one weighing over a tonne, but swimmers are still being attacked. Worse, more and more are reported to be swimming near the shore, around 10 metres from the beach," Lan said.
The latest victim, Huynh Nhu Hoang, was taken to hospital after being attacked by a shark more than one metre long. Doctors said a wound on his right foot was 6cm wide and 12cm long.
