SIM card agencies for EVN Telecom have been discovered for forging their customer database to deal with regulations of pre-paid subscription management.

Initial inspection results from the Ministry of Information and Communications (MIC) revealed that the registration of customer details has not been accurate, digital storage was wasted, and many agencies “cooked up” customer details then registering them and activating SIM cards.

The inspection also showed that EVN Telcom itself followed regulations of the MIC on pre-paid subscription management. However, their SIM card agencies violated the regulations.

Many agencies made up nonexistent ID numbers and customer details to activate millions of SIM cards.

EVN Telecom affirmed that they warned their agencies about this issue. Nevertheless, they also admitted they were coping with many management challenges regarding this issue because they did not have an exclusive agency system.

The inspection is also being conducted at GTel Telecom Company. Viettel, VinaPhone and MobiFone are expected to be checked by the end of May.

In fact, although the policy on pre-paid SIM card management has been issued, many agencies still tend to fabricate customer information to sell SIM cards.

Inspectors discovered nearly ten million SIM cards of telecom networks were activated and waiting to be sold. MIC said that they were collecting data to give to police for revision. ID card numbers will be considered as the major legal source to review registered information.

MIC also confirmed that those who registered with wrong information would be punished according to regulations.
