Under the proposal by the Hanoi’s People Committee, Nikken Sekkei Civil Engineering would be suitable for the work as it has much experience in the same projects in Japan. The firm has also participated in planning urban and industrial areas in more than 30 cities and provinces in Vietnam.

Urban traffic experts said that Hanoi is in desperate need of parking spaces due to a rapid increase in personal vehicles. It is the lack of proper parking lots that has resulted in cars being parked on pavements and roads, causing congestion.
Currently, up to 930 parking lots are being operated across the capital city, but 687 of those are on pavements. Due to high demand, unlicensed parking spaces have mushroomed in the area, offering parking spaces at exorbitant rates.
Since May 1, Hanoi has also piloted a smart parking service at parking lots along Tran Hung Dao and Ly Thuong Kiet streets in Hoan Kiem District. The service last until August 1 allows users to search and pay for car parking via mobile phones.
